Chapter 108 Re-examination of Old Document Registration
On February , the dragon looked up.
Two unfinished sampans were still sitting on the boat raft in Hekou Village. Ding Haisheng squatted next to the stern shaft of the second boat, the welding rod burning down to its last bit, his goggles covered in welding slag.
Ah-Guang squatted down beside me, handing me welding rods. The logbook showed that welding rod consumption had reached the third page.
Ah Hai was dismantling the gearbox on the third boat, the torque wrench rattling from morning till night, and the copper washer was replaced with the fourth one borrowed.
Director Zheng's jeep drove into the yard at that moment.
The car, with the words "Binhai County Supply and Marketing Cooperative" printed on it, stopped at the gate. As soon as the door opened, the young man with the briefcase from last time got out, followed by a middle-aged man carrying a black ledger bag.
Director Zheng was the last to get off the car. His dark gray cadre uniform had all four pockets neatly arranged, with a pen clipped to the upper left pocket.
He stood at the gate of the courtyard without rushing in. His gaze lingered for a moment on the four basins of tung oil putty covered with damp cloths on the windowsill of the kitchen, and then he walked into the courtyard.
Old Fang was squatting at the workshop entrance, smoking.
When he saw the jeep parked at the door, he took the cigarette out of his mouth, stood up, and draped the rag over the water ladle without dropping it.
"Director Zheng." Jiang Haiping walked over from the worktable. There was no advance notice today.
"Station Chief Jiang. We have received the written feedback on the rectification of the two issues we inspected last time. We are here today to review them." Director Zheng was standing under the loquat tree without sitting down, and the young man next to him with a briefcase had already taken out a review checklist from his bag and handed it to him.
Jiang Haiping took the list and looked it over. The list contained two items: the first was a record of supplementary notes regarding the borrowing of training materials.
Article 2, Supplementing the Notes on the Source of Old Items.
The date on the cover is yesterday.
He handed the list to Lao Fang and then turned to call A Guang.
"Ah-Guang, bring out the whole register."
Ah-Guang took the registers out of the old parts warehouse and stacked them neatly on the worktable, from the first to the seventh.
The seventh book was newly opened, and the cover had the number and start and end dates written on it using a ruler.
He arranged the registers in order and stood next to the worktable.
The middle-aged man who was flipping through the account books moved a chair and sat down, starting with the first one.
I stopped flipping through the fourth book, pointing my finger at the line where the training materials I had missed last time were found to be missing.
"Has this training component borrowing record been updated?"
"It's been updated." Ah Guang flipped to the last few pages of the fourth register, where a separate column for "Training Material Borrowing Supplement" was opened.
Each line is neatly written with the borrowing date, the name of the borrowed item, the quantity, the person in charge, and the return date.
The bearing housing that was missed last time is added to the third line. The remarks column reads "Borrowed for three days for the simulation competition, handled by A-Guang, and has been returned."
The middle-aged man flipping through the ledger used his finger to read down line by line in the supplementary entries column. After reading them, he didn't say anything, turned to the next page and continued checking.
He stopped when he turned to the sixth book, pointing his finger at the line where the source record of the aluminum gaskets had been found to be irregular last time.
"Has the source of the aluminum gaskets been replenished?"
"It's been replaced. The source has been traced; it's a scrapped water pump that was dismantled last November." Ding Haifeng stood up from under the window of the old parts warehouse, holding the ship dismantling record in his hand.
He turned to the page from last November in the ship dismantling record, which contained the model of the scrapped water pump, the date of dismantling, and a list of the old parts removed.
There are three aluminum gaskets. The remarks column says "Usable, pressure rating reduced by one level". The source is listed as "Scrap water pump, ship name unknown, scrapping date can be found in the scrapping record".
Director Zheng walked over from the worktable, picked up the ship dismantling records, and flipped through them.
He took the pen out of his pocket, ticked the first item on the checklist, and then ticked the second. Then he closed the checklist and didn't leave immediately.
His gaze swept around the yard and stopped on the newly affixed label at the entrance of the old parts warehouse.
The label was weighed down with broken seashells and read "Special Ledger for Borrowing Old Items".
"Borrow some old parts?" Director Zheng took two steps toward the door of the old parts warehouse.
Ah-Guang picked up the borrowing register from the worktable, turned to the first page, and handed it to Director Zheng.
Director Zheng took it and read it from beginning to end.
Five copper washers, the source is listed as "Baishakou Secondhand Shop, dismantled parts of scrapped equipment, scrap certificate missing, temporarily borrowed for emergency use".
Attached to the back is an old letter paper on which a few lines of writing are scrawled with a ballpoint pen. A signature is in the lower right corner, and a red ink handprint is pressed next to the name.
"The scrapping slip is missing. Borrowing." Director Zheng put the borrowing register back on the worktable. His voice was not loud, but each word seemed to be held in his mouth before he spat it out. "Borrowing old parts does not comply with the county cooperative's old parts management system."
The old parts management system only has two entries: inbound and outbound; there is no entry for borrowing.
Ah Hai squatted on the boat raft, clutching a torque wrench in his hand, looking back at the loquat tree.
Ding Haifeng stood at the entrance of the used parts warehouse, his fingers clenching and unclenching on the micrometer box.
"Borrowing is indeed not mentioned in the regulations."
During the centralized maintenance period at the service station, procurement approvals were delayed, and the copper gaskets for the oil line connectors were broken. As a result, fishing boats from Hekou Village waited on the rafts for two days.
To address the emergency, the service station temporarily borrowed five copper washers from a secondhand shop.
All usage records during the borrowing period are complete, and the borrowed quantity, date, person in charge, and expected return date are all recorded in a dedicated ledger.
The purchase order was approved three days ago, and the copper gaskets will arrive tomorrow.
Upon arrival, the five borrowed gaskets should be returned immediately, and the matter should be cleared from the borrowing log.
Jiang Haiping stood under the loquat tree, each word spoken with conviction.
"Emergency measures must not violate regulations. The rules for managing used parts are two separate lines for inbound and outbound operations, but you opened your own line for borrowing."
"Now that this door is open, other service stations will borrow from here too. Who will take responsibility if they don't return the borrowed items, if the source is unknown, or if the quality is substandard?" Director Zheng twisted the pen cap back on.
"The service station is responsible. Every entry in the borrowing register must truthfully state its source. If the source is incomplete, write 'source incomplete'; if the scrapping procedures are missing, write 'missing'. Do not hide anything." Jiang Haiping turned to the first page of the borrowing register. "The system states that there are two lines for inbound and outbound transactions. But the system doesn't say that the service station cannot provide temporary emergency services when procurement is delayed or fishing boats are out of service."
The service station isn't trying to change the system; it's about using a register to meticulously document every single detail in areas where the system doesn't yet cover.
Director Zheng stared at Jiang Haiping for a long time.
He tucked the pen back into his pocket and handed the review list to the young man next to him.
The middle-aged man who had been flipping through the ledgers had already stacked the registers back on the worktable, placing his pen next to the notebook.
"The method of handling borrowed old items is a subject of special research on county society."
Until the research results are available, the service station will suspend borrowing any used parts from informal channels. Director Zheng turned and walked towards the gate of the hospital.
He took a couple of steps, paused, glanced back at the four basins of tung oil putty on the windowsill of the kitchen, then at the stack of registration books under the loquat tree, before getting into the jeep.
The jeep started up, sputtering through the exhaust pipe, and turned off the seawall toward the town.
The exhaust fumes dispersed at the gate of the courtyard and were blown away by the sea breeze.
Old Fang took the cigarette out of his mouth and flicked off the ash.
He stood at the workshop entrance watching the jeep grow smaller and smaller on the seawall, then took the rag off the ladle and gently placed it on top of it.
"He didn't make a definitive judgment on the spot. He only said it was a special study. A special study means there's still room for maneuver." Old Fang squatted down and drew a circle on the stone slab with a twig. "But he also made the rules clear. Borrowing will be suspended until the research results are available."
That means that after the copper gaskets arrive tomorrow, the service station must return them to the secondhand shop on schedule, and they cannot be borrowed again for the time being.
If future procurement is disrupted again, and service stations experience service disruptions, we'll have to find another solution.
The words "find another way" were pressed on the stone slab, and no one responded.
Jiang Haiping leaned against the loquat tree trunk, took the ledger out of his pocket, and turned to the page on copper gasket inventory.
Next to "Borrowing for Emergency Use," another line was written: "The county and community are conducting a special study, and borrowing will be suspended until the results are available."
Once the research results are available, proceed according to the conclusions.
After finishing writing, he closed the notebook and looked at the empty seawall outside the courtyard gate.
"Until the research results are available, the service station will no longer borrow any used items from thrift stores. But the thrift store supply chain cannot be cut off."
Haifeng, tell your dad that from now on, the secondhand shop will only deliver used items with complete disposal documents.
Items with complete documentation will be processed according to the normal used parts warehousing procedure. Once they pass inspection, they will be stored, with the origin clearly stated. Items with incomplete documentation will not be accepted temporarily.
"Okay." Ding Haifeng put the micrometer box into his pocket.
"Ah Guang, borrow those five copper washers from the register. Return them to the secondhand shop as soon as the new ones arrive tomorrow."
When returning the item, write the return date in the remarks column and cross out the entire line with a red pen.
For the time being, no new entries will be added to the borrowing register, but all entries already recorded will not be deleted and will be kept for future reference.
Director Zheng said that the service station is waiting for the results of the special research project.
Until the research results are available, continue repairing the ship as usual, keep the records as usual, and meticulously record every single detail.
Ah Guang turned to the first page of the borrowing register and lightly wrote "T" in pencil in the remarks column for the copper gaskets.
After writing the two words "to be returned," he looked up at Jiang Haiping.
Jiang Haiping put the ledger into his pocket, his hand touching the half-old newspaper, which he folded neatly.
The matter of the copper gaskets wasn't over yet; Director Zheng passed the buck to a special research project.
The research results may approve emergency borrowing, reject it, or remain pending.
Regardless of the scenario, service stations must be prepared for both possibilities.
They continued to rely on the supply and marketing cooperative for procurement, while gradually streamlining the old goods distribution channels.
We don't expect to plug all the holes overnight, but every hole we plug must be plugged securely.
He looked up at the yard. The welding arc on the boat raft was flashing, and the honeycomb briquette in the kitchen had been replaced with a new one. The water on the stove was bubbling and steaming.
